browser needs to be refreshed before show swf files?

hello
two browser pages have to be refreshed before they will show their swf file content..?

when first called, the area is blank… but if simply refreshed, then they show with swf content….

…. any ideas of the hickup?
…. obviously the desired situation is that they show when browser first called

INFO: broswer IE7 and now upgraded to IE8 but same occurence
