New computer & OS same issue

Randomly a "file" appears. Commonly in a picture folder, this time on my desktop.
It is a white blank page with the top right corner bent over. The file is named C.
In properties the file will have a size. Each one has a different size. This started happening on my Vista-junk.
I built a new computer with Window 7 Pro. Four weeks and the file appears.
I posted in the Malware forum for the Vista and the tech support just made a mess of my computer and did not solve the problem.
Googling only gets "free" PC scanning programs.
Any ideas??????
